Offers data - IsLatestYesNo Column

Hi team,

I'm currently looking at the offers data (https://www.emi.ea.govt.nz/Wholesale/Datasets/BidsAndOffers/Offers/) and am wondering how the IsLatestYesNo column is populated as I can find several instances where for a given plant/unit/TP combination there is no row with that column set to Y. Can someone advise how this works?

The last 30 or so days' files have been recreated to fix a glitch introduced about a month ago. Thanks for drawing our attention to this. 

Offers can be revised many times in the run up to gate closure. The IsLatestYesNo flag identifies the last revision and identifies the offer values that make their way into the SPD model (unless there is a bona fide revision after gate closure).

Thanks Phil, guessing by your answer, the flag indicates the last offer made by which the latest it could possibly be made is 2 TPs before gate closure unless there's a bona fide revision. Is there any way to obtain the offer stack that SPD sees at a "real-time" level (given that we get cleared offers at an almost 5 minute granularity in comparison)?
